Note that this tool depends on the MIMS Spatial Allocator available from http://www.ie.unc.edu/cempd/projects/mims/spatial/ to generate surrogates to be merged, gapfilled, normalized, or quality assured.

November 1, 2006: there is a known bug in the merging function of the Spatial Allocator's srgmerge program relating to processing the last entries of the input surrogate files for merged surrogates. Therefore, we recommend that you use this package's Java version of merging and gapfilling if you need to do those computations. Directions for this are found in the SurrogateToolsREADME.txt file. This bug does not impact the srgcreate program that is used to create the surrogates.
