State Implementation Plan (SIP) Support

One of the major strengths of the CEMPD staff is in providing scientific support for regulatory policy development. Over the past several years, CEMPD has provided modeling and technical support for various regulatory agencies, ranging from the local / state agencies to various offices of the U.S. EPA, Regional Planning Organizations, etc. Our past and current clients include the states of AR, GA, NC, TX, VA, U.S. EPA OAQPS, ORD, OTAQ, OTAG, CenSARA, CENRAP, WRAP and MANE-VU.

We have provided several services including:

  • Modeling support for emissions, meteorology and air quality modeling
  • Development of base year model application, future year model
    application, and design and testing of future year emissions control strategies that lead to potential rulemaking
  • Diagnostic and operational evaluation of model performance using innovative procedures
  • Evaluate and apply EPA's draft guidance on modeled attainment of the NAAQS
  • Technical support for in-house modeling at various state agencies
  • Technical transfer/ training of modeling systems used in the regulatory process
  • Development of modeling protocols and technical support documents for the regulatory process
  • Implement chemical mechanism changes in air quality models for evaluating effects of VOC-reactivity based substitutions on potential non-attainment of the ozone NAAQS
